PlanSmart NJ designed the REGIONAL FORUM to devise a growth management plan for the region. Leaders in the community from both the public and private sector came to consensus on a “vision” for managing growth in this rapidly developing region. The results of the regional forum strongly influenced both state and local policy. Two of the forum recommendations were enacted into law – the Highway Access Management Act (1989) and the Transportation Development District Act (1990). The recommended land use model for the region became the key concept of the State Development and Redevelopment Plan (1992). In addition, municipalities moved from “home rule” thinking and endorsed a regional approach to regional problems.
