The PlanSmart NJ Land Use/Transportation Study was the first study in the nation to document the difference that center-based development would have on traffic congestion. The results demonstrated that significant reductions in trips and vehicle miles traveled (VMT) could result through a combination of mixing land uses, carefully designing sites, increasing densities, and implementing demand management practices.

In 1994, PlanSmart NJ completed Phase 2 of the study, in which we estimated the impact development permits would have on the ability of government to change development patterns within a reasonable planning time frame. We concluded that without changes to projects already holding approvals, it would take more than twenty years to achieve significant reductions in the increase in vehicle trips.
